Formed in 2002 by highly experienced industry veterans, ICCI is a specialist provider of comprehensive Pre-commissioning cleaning services for the new construction of industrial projects including power plants, LNG facilities, petroleum refineries, and petrochemical facilities. The company’s experience and focus on specialized Pre-commissioning cleaning services has led to numerous, proprietary methods and equipment developments.

Steve Quinn

Chief Executive Officer

Years of field-service experience taught me how to do things the right way. After graduating from Texas A&M, I started in construction management and estimating. My father, an engineer with Hughes Aircraft, inspired my interest in technology. In 1998, I joined a company that trained me in technical cleaning services including steam blows, oil flushing, chemical cleaning, and line flushing. I soon became a project manager, working in Europe, Asia, Australia, South America, and the Middle East.

Later, while earning an MBA from the University of Colorado, I co-founded ICCI to perform steam blows and lube oil flushing. Another company eventually offered me a great opportunity to grow their Pre-commissioning cleaning services business. It was a great experience, but I was drawn back to ICCI, and the chance to work with talented people.

As an exchange student, I learned Spanish, and working internationally led to proficiency in Indonesian, and Portuguese.

After years of doing downhill longboard, I now enjoy tennis, golf, hiking, and fishing—activities that are more safe than fast!

I believe deeply in veterans’ causes. All of us should be thankful for the sacrifices made by those who have served our country; we should give them the recognition and support they deserve.

Bill Bogar

My father taught me to set goals, map out the most efficient ways to attain them, and to understand why those ways worked best. I think of my father as a “critical success factor” in my 25+ years of experience in the industrial cleaning industry, providing clients in upstream, midstream, and downstream industries with expert cleaning services.

As a dyed-in-the-wool, Gulf Coast Texan, I’m proud to say another success factor was my education at the University of Texas and the University of Houston, earning Bachelor of Science in Economics and MBA in Finance degrees. I’m a Texas Longhorn and University of Houston Cougars fan, with personal and family ties to both institutions.

Texas is a great place for me to enjoy outdoor activities like fishing, scuba diving, and a relaxing float on a lazy river in the Texas Hill Country. My wife, three children, and I also enjoy traveling and attending cultural, musical, and other festivals in new or familiar cities.

I support military charities that benefit wounded members of our armed services and their families. Another important cause is children with cancer. I volunteer and sponsor Cold River Cattle Company Cooking Team; all of the money we raise goes directly to the Sunshine Kids, an organization committed to providing positive activities and emotional support for young cancer patients.

Joshua Phelps

Vice President of Operations

Studying Chemistry, Process Technology and welding was the launch pad for more than 20 years of my experience in commissioning and Pre-commissioning cleaning. I’m experienced in a wide range of products and services including steam blowing, air blowing, lube oil flushing, chemical cleaning, and hydro testing.

My beautiful wife and daughters happily put up with my passion for cars. As a lifelong gear-head, I’ve built a few fast cars. I’m currently building, from the ground up, a twin-turbo, LS powered drag car, with roll cage and slicks. I enjoy drag racing; when I’m not cheering the Astros, Rockets, and Texans, I’m at the track.

Losing my grandmother inspired me to run her church’s donation center. I lend a helping hand, along with a great group of friends, doing home repairs for needy families, and I donate my labor to help with car repairs for those who can’t afford it. I also support Reunite the Fight, a group doing great work to support veterans.
